LastMinuteSalesPhase

19/04/17 – 02/07/17

During the VISA Pre-sale Period, the acceptable form of payment is a valid VISA payment card only and all Tickets will be allocated to Ticket Applicants on a First Come First Served basis (please see Section “First Come First Served Sales Period”). During the VISA Pre-sale period, Ticket purchases are processed as a real-time transaction, and all successfully purchased Tickets will be confirmed immediately to the Ticket Applicants.

Thereafter, Tickets will go on sale from 01 December 2016. During Sales Phase (1), fans will be able to request Tickets on a Random Selection Draw basis for categories 1-4 from 01 December 2016 until 19 January 2017 and on a First Come First Served basis from 01 March 2017 to 05 April 2017. During Sales Phase (1), fans will be able to buy Tickets based on the date and venue of a Match and, for First Round Matches only, the teams playing in such Match.

In the Last Minute Sales Phase from 19 April 2017 up until the final Match day of the FIFA Confederations Cup 2017 (i.e. on 2nd July 2017), Tickets will be available online and, from a certain date determined by FIFA at a later stage onwards up until the final Match day of the FIFA Confederations Cup 2017, Tickets will also be available Over-the-Counter at the designated FIFA Venue Ticketing Centres.

2.How does a Random Selection Draw Sales Period work?

During this sales period, Ticket purchases are not processed as a real-time transaction, but FIFA will collect all Ticket Applications submitted during the entire Random Selection Draw Sales Period for the allocation of Tickets at a predetermined date.

If demand for Tickets does not exceed the available inventory for a given Match and/or Ticket category, then the available Tickets will be allocated directly to those Ticket Applicants that have submitted an application for the respective Match and/or category. If demand for Tickets exceeds the available inventory for a given Match and/or Ticket category, then Random Selection Draw(s) will take place to determine which Ticket Applicants will be allocated Tickets. All successful, partially and unsuccessful Ticket Applicants will be notified of the outcome of their applications.

3. Who determines which Ticket Applicants are successful and receive Tickets?

During the Random Selection Draw periods in Sales Phase (1), in case demand for Tickets exceeds the available inventory for a given Match and Ticket Category, a Random Selection Draw will be conducted to determine the successful Ticket Applicants. All Random Selection Draws to determine the successful Ticket Applicants will follow established algorithms to ensure fairness. The Random Selection Draws are observed and confirmed by an authorized public notary.

The inventory remaining after a Random Selection Draw Phase will be made available in the next First Come First Served Sales period, where Tickets purchases are processed as a real-time transaction to the extent that inventory remains available.

4.How does a First Come First Served Sales Period work?

During the First Come First Served Sales Period in Sales Phase (1), Ticket Applicants may submit their Ticket Application at any time throughout the First Come First Served Sales Period, with preference given in respect of the date and time of the submission (i.e. earlier submissions will be preferred and do have better chances of success than later submissions). During such sales period, Ticket purchases are processed as a real-time transaction, i.e. available Tickets will be allocated directly to the Ticket Applicants. All successfully purchased Tickets will be confirmed immediately to the Ticket Applicants.

5.How does the Last Minute Sales Phase work?

In the Last Minute Sales Phase, Tickets will be available online and, from a certain date determined by FIFA at a later stage onwards up until the final Match day of the FIFA Confederations Cup 2017, Tickets will also be available Over-the-Counter at the designated FIFA Venue Ticketing Centres. TOPS004 With the sole exception of obese people, successful disabled Ticket Applicants for Special Access Tickets in the types “Wheelchair Users”, “Easy Access Standard” or “Easy Standard Amenity” will be offered the opportunity to receive on a complimentary basis one additional Ticket for a companion to assist and accompany them to the Match. The companion will be seated as close as possible to the Special Access Ticket customer, however, the exact location of the seat cannot be guaranteed. FIFA cannot ensure that the seat for the companion will be adjacent to that of the Special Access Ticket customer. Please note that it is not possible to request more than one complimentary Ticket per Special Access Ticket.

Customers applying for a Special Access Ticket for the type “Obese People” will not have the right to receive a complimentary Ticket for a companion.

4. Which document for the proof of my eligibility do I have to submit for the purchase of Special Access Tickets?

TOPS004 Customers who apply for and purchase Special Access Tickets are required to provide the required document as part of the Ticket Application process and must provide proof of eligibility upon Ticket collection (if applicable) and, upon request, at the entrance to the Stadium. Failure to provide proof of eligibility may result in the cancellation of the Tickets. Please be courteous to the other fans, and only apply for these Tickets if you truly require them. They are limited in number due to Stadia configuration.

Acceptable proof of eligibility include:

·    Russian Customers (i.e. persons being a resident of Russia): Certificate of degree of disability or medical certificate

·    International Customers (i.e. persons not being a resident of Russia): Medical certificate or proof that is commonly and widely accepted in their country of residence

·    Obese People: Russian Customers/ International customers: Signed doctor´s note stating BMI, Minimum BMI: 35kg/m2.

In case of any question in relation to the proof of eligibility, please contact the FIFA World Cup Ticketing Centre (FWCTC).

5. What happens in case of a misrepresentation of the eligibility for a Special Access Tickets?

TOPS004 The misrepresentation represents a material breach of the Ticket Sales Agreement and FIFA may cancel the Tickets. In such case the Ticket Applicant will be required to pay either an amount of 20% or, in case the termination takes place within 48 hours prior to the scheduled day of the Match, an amount of 100% of the aggregate price of the cancelled Tickets. FIFA reserves any additional rights.

IX.Seating Aspects

1.How does FIFA decide which seats belong to which category?

FIFA determines the categorisation of each seat in the Stadium on a Match-by-Match basis. This means that (i) the Ticket Category may vary from Match to Match; (ii) all Ticket Categories may include Stadium seats of the lower and upper tier of the Stadium, (iii) the Ticket categorisation remains unaffected from any conditions on the Match day which may have an impact on the use of the seats, such as weather conditions; and (iv) Ticket Category boundaries in a Stadium may vary from Match to Match. Such differentiation is necessary to ensure that the maximum number of tickets can be made available to football fans.

2. Where is my category 1, category 2, category 3 and category 4 seat located in the respective stadium?

The location of the Ticket Categories is indicated in the Stadium Maps of each Stadium. Please refer to section (“Ticket Categories”) in order to better understand the location of your ticket (subject to price category).

With respect to this, please note that the colours in the Stadium Map illustrate the areas in which seats of a certain Ticket Category may regularly be located. In order to make as many Tickets as possible available for fans and at the same time to secure that the global media and other stakeholders are properly serviced, FIFA may redesign the areas in which seats of a certain Ticket Category are located. Therefore FIFA reserves the right to assign specific seats to a different Ticket Category on a Match-by-Match basis. If you have purchased a certain Ticket Category, your seat will be located in such area as indicated in the Stadium Map for such category, or in an area depicted on the map as included in a higher-priced category. In no instances, your seat will be located in an area as indicated in the Stadium Map for a lower priced Ticket Category.

3. Am I informed about the location of my seat when I purchase a Ticket?

No. You will select the Category of the required Ticket, but FIFA will only assign you a specific seat within the chosen Category after the conclusion of the purchase.

During Last-Minute Sales, starting on 19 April 2017, seat location information will be provided during the purchase process.

4.I am not happy with the seats I have been allocated. Can I change?

No.  It is not possible to request the change of a seat allocated to you.

5.Can I request to sit next to a specific person?

No. However, Tickets for seats requested with one Ticket Application will, wherever possible, be allocated adjacent to one another. Seats assigned to a Ticket Applicant may be located in different Sections, rows or blocks of seats in the Stadium.  FIFA cannot provide adjacent seats to persons submitting separate Ticket Application Forms. In any case, please note that any specific seating order cannot be guaranteed by FIFA. In particular, during the Last Minute Sales Phase in which FIFA is selling off remaining Ticket inventory, seats of the same application can also be expected to be located in different areas in the Stadium. Please expect seats of different applications to be never located adjacent to each other.

6. Do I have the right to cancel my purchase and give back my Ticket if I do not like the position of my seat or if I am not assigned a seat adjacent to my Guests?

No. The position of a seat does not give reason to cancel and return the Ticket. FIFA is not able to guarantee that Guests will be assigned seats adjacent to that of the Ticket Applicant. However, you may put all your Tickets up for resale on the official FIFA Transfer and Resale Platform subject to the applicable conditions. Those conditions are explained in the Transfer and Resale Policy, available at www.fifa.com/tickets and on item “Transfer and Resale” contained in the menu bar.

4.Is there any reduced Ticket price or gratuity for my child?

No. All Ticket prices apply to both adults and children, regardless of the age of a child.

XI.Sales Restrictions

1.What is the maximum number of Tickets I can request?

TOPS001 You may apply for up to 6 Tickets per Match for a maximum of 10 Matches for your household which means a total of 60 Tickets for all persons living in your household. Should FIFA detect, even after the purchase confirmation, any circumvention of the sales restrictions, the purchase may be terminated and all Tickets eventually allocated to the Ticket Applicant will be cancelled. In such case, pursuant to section 15 of the Ticket Sales Regulations, the Ticket Applicant will be required to pay an amount of 20% or, in case the termination takes place within 48 hours prior to the scheduled day of the Match, an amount of 100% of the aggregate price of the cancelled Tickets. FIFA reserves any additional rights.

2. Am I allowed to submit mixed applications for different Ticket products?

TOPS001 You are permitted to purchase a mixture of Individual Match Tickets and Venue Specific Ticket Series. Please note that in such case, the household restrictions (i.e. a total of 60 Tickets for your household) applies and it is not possible to purchase tickets for more than one match taking place on a single day.

3. Besides the maximum number of Tickets, are there any further sales restrictions?

TOPS001 Yes, Tickets cannot be purchased for different Matches scheduled to be played on the same calendar day. Tickets can also not be purchased for the same Match by the same person, being the Ticket Applicant or Guest, by way of multiple applications.

All Tickets requested for a given Match must be for the same Ticket Category, but you can request different categories for different Matches. Sole exception from such rule is a mixed application for a Ticket with Special Access Tickets for the same Match.

4.Why are there sales restrictions?

TOPS001 In order to ensure that Tickets are available to as many fans as possible and are therefore allocated in a fair manner and to prevent unauthorized Ticket resellers from accessing and reselling Tickets, FIFA has established a limit on the number of Tickets that any household can purchase per Match and in total. Sales restrictions means that the Ticket Applicant and any other person living within the same household may only apply for such maximum number of Tickets.

5.What happens in case of violation of the sales restrictions?

TOPS001 If your application violates the sales restrictions, your application will be rejected. If FIFA detects this violation after a Ticket Confirmation has been provided, FIFA may cancel any Tickets reflected in the relevant Ticket Confirmation. In such case, the Ticket Applicant will be required to pay an amount of 20% or, in case the termination takes place within 48 hours prior to the scheduled day of the Match, an amount of 100% of the aggregate price of the cancelled Tickets. FIFA reserves any additional rights.

XII.Payment Process

1.What methods of payment are accepted in Sales Phase (1)?

TOPS003 In Sales Phase (1) it is possible to make payment for the purchase of the Tickets by means of the following payment methods:

VISA payment cards (FIFA Confederations Cup 2017 prefers Visa)

As explained on www.fifa.com/tickets , FIFA accepts also other payment cards.

During the VISA Pre-sale Period prior to Sales Phase (1), the acceptable form of payment is a valid VISA payment card only.

International Ticket Applicants (i.e. persons not being a Russian resident) using a downloadable Ticket Application Form will be able to also make payment by bank transfer.

2.What methods of payment are accepted in the Last Minute Sales Phase?

TOPS003 In the Last Minute Sales Phase, it is possible to make payment for the purchase of the Tickets by means of the following payment methods:

Visa Payment cards (FIFA Confederations Cup 2017 prefers Visa)

As explained on www.fifa.com/tickets , FIFA accepts also other accepted payment cards

Cash (Over-The-Counter transactions only, available for transaction in the FIFA Venue Ticketing Centres)

3.When do I have to pay for my Tickets?

TOPS003 For any successful Ticket Applications submitted online via FIFA will automatically process payment immediately upon acceptance by FIFA and allocation of Tickets by charging the payment card nominated by you with your application for Tickets. For such transaction you are not required to reconfirm your purchase or do anything further. A Ticket Confirmation will be provided to you by FIFA after FIFA’s receipt of full payment.

For the Random Selection Draw Sales period in Sales Phase (1) the payment card nominated by you will be charged after the Random Selection Draw in which Tickets will be allocated to you.

If you are an International Ticket Applicant (i.e. persons not being a Russian resident) using a downloadable Ticket Application Form making payment by Bank Transfer, you will be provided with the necessary bank details in order to make payment. The deadline for payment will be included at the time when the payment information is provided.

For the First Come First Served Sales period the payment card nominated by you will be charged at the time of your Ticket purchase.

4. What happens if FIFA does not receive full payment from you by the relevant due date?

TOPS003 In case the payment is not fully received from you by the relevant due date, FIFA may cancel the Tickets allocated to you with immediate effect. In case of partial payments, FIFA may cancel all Tickets allocated to you with immediate effect. In such case, FIFA will refund the payment received from you. In any case of cancellation of Tickets, no interests and further costs or expenses (for example, travel or accommodation costs) shall be compensated by FIFA to the Ticket Applicant as part of, or in addition to, any refund for any reason. Only the Ticket Applicant named in the Ticket Application Form will be entitled to any refund. FIFA intends to make payment within a reasonable time, provided that FIFA has received all necessary payment details from the Ticket Applicant to be able to process the payment.

5. Can I use a relative’s or friend’s payment card to pay for my Tickets?

TOPS003 No, payment with your personal payment card is a material obligation under the Ticket Sales Agreement and you must be the named payment card holder. If you provide payment card information from a payment card of a third party within your application, your application may be rejected. If FIFA detects the use of a payment card owned by a third party after a Ticket Confirmation has been provided, FIFA may cancel any Tickets contained in the relevant Ticket Confirmation. In such case, the Ticket Applicant will be required to pay either an amount of 20% or, in case the termination takes place within 48 hours prior to the scheduled day of the Match, an amount of 100% of the aggregate price of all cancelled Tickets. FIFA reserves any additional rights.

6.What and where is the Payment Card Security Code?

TOPS003 The Card Security Code is the last three digits of the number printed on the signature panel located on the back of your card. The code is a security feature that allows FIFA and your Payment Card issuer to identify you as the cardholder and provide you with additional security against fraud.

7.What if I have insufficient funds on my payment card account?

TOPS003 You must ensure that the payment card nominated by you has sufficient funds for the whole duration of the relevant Sales Phase. If you have insufficient funds on your payment card account at the relevant date when Tickets are allocated to you and therefore your payment cannot be processed by FIFA successfully, your application may be cancelled by FIFA.  In order to make sure you have the opportunity to have a successful application, please make sure you have sufficient funds on your payment card to satisfy the full transaction amount.

8.What if my payment card expires during the Sales Phase?

TOPS003 You must ensure that the payment card nominated by you is valid for the whole duration of the relevant Sales Phase. If your payment card expires during the Sales Phase, you may nominate a new payment card in your FIFA Ticketing Account on www.fifa.com/tickets before the allocation of any Tickets (this functionality will be made available for a limited period prior to the allocation of Tickets). If your payment card has expired at the date when Tickets are allocated to you and therefore your payment cannot be processed by FIFA successfully, your application may be cancelled by FIFA.  In order to make sure you have the opportunity to have a successful application, please make sure you have a valid payment card for the whole duration of the relevant Sales Phase.

9. I have attempted to pay online, however my payment has been unsuccessful. What should I do?

TOPS003 If you are trying to pay online but are receiving an unsuccessful message it could be because your issuing bank is blocking the transaction. Please contact your bank to authorize payment and try to submit the request again. If the situation continues then please contact the FIFA World Cup Ticketing Centre including as much information as possible including a screenshot with any specific error message shown, the internet browser you are using, and how many times you have attempted the transaction. If your payment is unsuccessful, no Tickets can be allocated to you.

Please note that FIFA is not responsible for any SMS sent to you by your payment card issuer informing you of the purchase of tickets or the approval of any expenditure on your payment card. Such communication, not issued by FIFA, does not entitle you to receive tickets nor does it represent the Ticket Confirmation.

10.What do I do if my payment card is lost or stolen?

TOPS003 Please advise the FIFA World Cup Ticketing Centre (FWCTC) immediately via the “Contact” link on www.fifa.com/tickets that your payment card is lost or stolen in order that FIFA can make a note of your circumstances on your application file. If the incident takes place before the allocation of Tickets, you may nominate a new payment card in your FIFA Ticketing Account on www.fifa.com/tickets before the allocation of any Tickets (this functionality will be made available for a limited period prior to the allocation of Tickets).   If the card is lost or stolen following a successful Ticket purchase, please bring your Ticket Confirmation, and a photo ID to the FIFA Venue Ticketing Centre when you go to collect your Tickets and a Help Desk representative will assist you in printing your Tickets.

11. How secure is the transfer of my payment card and personal information when making a request online?

TOPS003 To guarantee the security of your payment card and personal information for your Ticket request, we use HTTPS/SSL standard protocols to securely transfer sensitive data over the internet.

XIII.Ticket Confirmation

1.What is the Ticket Confirmation?

The Ticket Confirmation is the official communication by FIFA confirming that Tickets have been allocated to you. The Ticket Confirmation will specify the quantity of Tickets or Ticket products allocated to you but will not provide you with specific seating information. The issuance of the Ticket Confirmation represents FIFA’s partial or full acceptance of your offer to purchase Tickets and constitutes the conclusion of the Ticket Sales Agreement.

2. May I reject the purchase of Tickets upon receipt of the Ticket Confirmation?

No, the Ticket Confirmation represents FIFA’s partial or full acceptance of your offer to purchase Tickets and constitutes the conclusion of the Ticket Sales Agreement. Once concluded, you may not terminate the Ticket Sales Agreement.

3.When will I know if my application was successful?

All successful, partially successful and unsuccessful Ticket Applicants will be sent a notification confirming the outcome of their Ticket Application, or can always check the status of their account online at www.fifa.com/tickets , or through the IVR system.

4.How is a Ticket Confirmation sent to me?

All successful and partially successful Ticket Applicants, who apply for Tickets online on www.fifa.com/tickets will receive a confirmation message by e-mail from the FIFA World Cup Ticketing Centre (FWCTC) or, if an e-mail address is not available, by post, personal delivery or otherwise, advising them of the Tickets that they have been successfully awarded.

5.How am I informed that my Ticket Application was not successful?

All unsuccessful Ticket Applicants for Tickets applying online on www.fifa.com/tickets will receive a message by e-mail or otherwise, advising that they have been unsuccessful in their Ticket Application. Applicants can also check the status of their account at any time by checking online at www.fifa.com/tickets or through the IVR system.

6. I have received a notification from my payment card issuer, is this a valid Ticket Confirmation?

No, notifications by your payment card issuer, bank or further third party are not attributable to FIFA and, in particular, do not represent a Ticket Confirmation and do not entitle you to receive a Ticket. Please note that FIFA is not responsible for any type of notification (e.g. a SMS or e-mail) sent to you by your payment card issuer, bank or further third party informing you of the payment for the purchase of Tickets or requesting your approval of any expenditure on your payment card.

7.I have not received any communication from FIFA.Why?

If you do not receive a Ticket Confirmation or other notification by FIFA within the communicated timeline, please check your spam or bulk email folder. You may prefer to add noreply@2017fwctc.com, or noreply@2017fwctc.ru if you are a Russian resident to your list of permitted e-mail addresses under your contacts, prior to registration. If you still cannot find this notification, it is possible that you entered your e-mail address incorrectly in your Ticket Application.

You also have the ability to check the status of your request at any time within your customer account at www.fifa.com/tickets or through the IVR system.

8. I have been allocated Tickets in a lower category than applied for, how is this possible?

This is only possible if you have agreed in your Ticket Application submitted to FIFA during a Random Selection Draw Sales period to accept Tickets of a lower category if your original choice was not available.

9. Am I granted access to the Stadium upon presentation of my Ticket Confirmation?

No, access to the Stadium will only be granted upon presentation of a valid Ticket as well as such personalised identification documents (Fan ID) as required by Russian authorities pursuant to Federal Law No. 108-FZ of 7 June 2013. Therefore it is necessary to have your Tickets as well as such personalised identification documents (Fan ID) as required by Russian authorities in good time before the Match. Please visit the website www.fan-id.ru for further information.

10. Is my Ticket Confirmation the same as the personalised identification document (Fan ID) required by the Russian authorities?

No, any other personalised identification documents (Fan ID) as required by the Russian authorities are entirely independent from FIFA and are not to be confused with the Ticket Confirmation. FIFA is not at all involved in the application, issuance or use of any other personalised identification documents (Fan ID) as required by the Russian authorities pursuant to Federal Law No. 108-FZ of 7 June 2013. For further information, please visit the website www.fan-id.ru.

XIV.Cancellation of Tickets

1. Once I have purchased my Tickets, can I cancel my Tickets and give back the Tickets to FIFA?

This is not possible as all sales are FINAL. The Ticket Sales Agreement (which is concluded by the Ticket Confirmation provided by FIFA to the Ticket Applicant) for the purchase of Tickets is final and constitutes a binding contract between you and FIFA, acting through its dedicated sales outlets for the FIFA Confederations Cup 2017, being FIFA Ticketing AG or the 2018 FIFA World Cup Ticketing LLC.

If you cannot attend a Match, you may put all your Tickets up for resale on the official FIFA Transfer and Resale Platform subject to the applicable conditions. Those conditions are explained in the Transfer and Resale Policy, available at www.fifa.com/tickets and on item “Transfer and Resale” contained in the menu bar.

2.Once I have purchased my Tickets, can FIFA cancel my Tickets?

Yes, FIFA has the right to fully or partially cancel the Tickets purchased by you in case of any violation of the Ticket Sales Regulations ( these documents are accessible at www.fifa.com/tickets , via the menu bar item “Legal Documents”) , in particular including the unauthorised transfer of Tickets, any misrepresentation during the sales process, failures in the payment process or misbehavior inside the Stadium. FIFA may exercise such cancellation right regardless of the time when FIFA detects such violation. In such case, you will be required to pay either an amount of 20% or, in case the termination takes place within 48 hours prior to the scheduled day of the Match, an amount of 100% of the aggregate price of all cancelled Tickets. Furthermore, in case you violate the General Terms and Conditions for the Use of Tickets or the Stadium Code of Conduct, your Ticket will be automatically cancelled by FIFA, which means you would not be admitted to the Stadium or you will be ejected from the Stadium if you have entered already. In any case of a violation by you, FIFA reserves any additional rights.

Finally, FIFA is entitled to fully or partially cancel your Tickets in unforeseen circumstances like the cancellation of a Match. In such circumstances you will be entitled to a refund for the price paid to FIFA for the cancelled Tickets. No interest, refund or compensation for any other costs or expenses (e.g. travel or accommodation costs) will be paid to you by FIFA. Any refund must be requested by the Ticket Applicant for himself/herself and his/her Guests. A refund may not be requested by a Guest.

XV.Consequences of Violation of Ticketing Rules

1.Where do I find the Ticketing Rules?

All rules regarding the purchase and use of Tickets as well as the conduct and items permitted inside the Stadium are contained in the Ticket Sales Regulations, the General Terms and Conditions for the Use of Tickets and the Stadium Code of Conduct ( these documents are accessible at www.fifa.com/tickets , via the menu bar item “Legal Documents”). As part of your Ticket Application, it is required to carefully read and accept the Ticket Sales Regulations, the General Terms and Conditions for the Use of Tickets and the Stadium Code of Conduct.

2.What is the consequence of my violation of the Ticketing Rules?

In case of any violation of the Ticket Sales Regulations ( these documents are accessible at www.fifa.com/tickets , via the menu bar item “Legal Documents”) , in particular including the unauthorised transfer of Tickets, any misrepresentation during the sales process, failures in the payment process or misbehavior inside the Stadium, FIFA has the right to fully or partially cancel the Tickets purchased by you.

In case you violate the General Terms and Conditions for the Use of Tickets or the Stadium Code of Conduct, your Ticket will be automatically cancelled by FIFA, which means you would not be admitted to the Stadium or you will be ejected from the Stadium if you have entered already.
